Community Based Energy Study
The study, published in June 2001, investigates
and evaluates community-oriented energy programs that can enhance
electric service reliability and reduce energy service costs. Further,
the study examines such programs that encourage the development
of a competitive electric market. The concept evaluated in the study
is aimed at the small volume electric consumer (residentail and
light commercial) within a community. It is this set of electric
consumers that are in the least favorable position to take advantage
of a deregulated, competitive electric market.
The study was requested by the State of Illinois
91st General Assembly (Resolution Number SR046), funded and managed
by the Illinois Department of Commerce and Community Affairs (DCCA),
and carried out by a contractor team headed by the Energy Resources
Center.
The study points to combining aggregation of targeted
electric loads in a community with investment by the community in
specific energy efficiency, renewable, and cogeneration technologies.
The objectives discussed in the study include:
- Reducing energy consumption
- Reshaping (flattening) load profiles
- Providing financial benefits to the:
- Consumer
- Community/Aggregator
- Alternative energy supplier
- Distribution utility
